The Path Forward for France, and South Korea’s Timetable (Zheng Donghee)

The Path Forward for France, and South Korea’s Timetable (Zheng Donghee)

(Zheng Donghee)

When I entered university in 1986, I chose French as my second foreign language on the entrance exam and earned a perfect score of 20 out of 20. At the time, my mother was a professor of French literature at Daegu Catholic University. Stemming from these ties, today I wish to share my thoughts on “The Path Forward for France.” I will state at the outset, however, that the answer has already been provided in the book The Little Prince by French author Antoine de Saint-Exupéry.

Back when I was in college, it is hard to imagine now, but at least five French language academies were thriving in downtown Seoul. That was also an era when a celebrity who had married into a chaebol family noted in an interview that the daughters-in-law of that family conversed among themselves in French. At the time, I purchased two copies of The Little Prince—one in Korean with illustrations, and the other in French with illustrations. The book was always displayed prominently at major bookstores like Jongno Book Center and Kyobo Book Centre, reflecting just how widely it was read and loved.

While The Little Prince unfolds as a simple fairy tale, its message resonates deeply long after reading.

“Taming” is one such example.

The “essential values” emphasized in The Little Prince are the invisible qualities of the heart. Along that continuum, I learned the true meaning of taming: mutual responsibility and solidarity.

During the administration of President Roh Tae-woo, South Korea imported TGV high-speed rail technology from the French government, eventually localizing that technical expertise into the infrastructure we have today. When evaluating next-generation fighter aircraft, French fighter jets were actively reviewed alongside the American F-series.

Yet at some point, these narratives began to vanish. In the early 2000s, I considered purchasing a French car—not for mechanical superiority, but for the distinct aesthetic lines that French design offered—though I ultimately passed because the transmission differed significantly from domestic standards. Even so, it was a time when quite a few consumers followed through on purchasing French automobiles.

When did all of these stories begin to fade?

In my view, it coincided with luxury brands like Chanel initiating steep, routine price hikes across Asian and global markets on the back of brand hubris. Beyond luxury items for women, the broader presence of French craftsmanship and industry began to evaporate. Today, even brands like Chanel and Hermès no longer command the aura they once did.

In this context, with tourists who booked trips to France canceling reservations over safety concerns, I offer my view on how France can revive itself.

The overarching theme requires recalibrating the center of gravity around the responsibility and solidarity depicted in The Little Prince. France must recapture the political, social, and economic assets cultivated throughout its modern history and analyze where it diverged, thereby restoring its long-standing intellectual pride and surmounting its present crisis.

Concrete, practical policy measures include the following:

First, according to Treasury International Capital (TIC) statistics from the U.S. Department of the Treasury, France holds approximately $360 billion to $380 billion in U.S. Treasury securities, ranking among the top 8 to 10 holders globally. This figure aggregates the holdings of the broader sovereign and private sectors—including the central bank, private commercial banks, pension funds, asset managers, and non-financial corporations. Because a substantial share of these Treasuries is held not in central bank foreign exchange reserves, but across the portfolios of major French commercial banks (such as BNP Paribas and Crédit Agricole) and global asset managers, the French government retains a potent policy lever: providing targeted tax incentives for domestic financial institutions that execute window-dressing by reallocating portfolio allocations from U.S. Treasuries into French sovereign debt (OATs).

Second, industrial and commercial policy must be overhauled. This involves adjusting the hyper-inflationary pricing strategies of legacy flagship brands like Chanel, while extending policy support to practical, competitively priced domestic brands.

Third, in sectors where France previously held engineering parity with companies like Boeing—such as commercial aviation and fighter jet manufacturing—France should pursue win-win, profit-sharing co-production projects within East Asia.

Turning along this continuum to South Korea’s timetable:

While France enjoyed an institutional buffer of roughly 150 years for its elderly population ratio to rise from 7% to 20%, South Korea compressed that transition into roughly 25 years. The current crisis in France offers a preview of the structural reckoning South Korea is slated to confront. For instance, by 2054, 100 working-age individuals (aged 20–64) in South Korea will have to support 84.5 elderly citizens—1.6 times France’s projected ratio of 53.4.

The reality of this timetable presents a structural evaporation of domestic consumption. As the IMF has warned, population decline coupled with aging decimates real domestic consumption. Amid distressed real estate project financing (PF) debt and household debt reaching an unsustainable threshold of 1,900 trillion won, siphoning the disposable income of younger cohorts into eldercare support will trigger a vicious cycle, collapsing self-employed small businesses and domestic retail distribution networks.

This is the structural message underlying the timetable: the forfeiture of generational upward mobility and the dismantling of long-held assumptions of perpetual growth.

The root cause driving French youth into the streets shouting that their “future has been stolen” is that the value of honest labor has cratered, reducing them to machines servicing the debts and eldercare burdens of older generations. For South Korean youth, the materialization of this same disenfranchisement is merely a matter of time. Because the resulting impact will strike South Korean society with far steeper and more destructive force than that observed in France, the coming year stands as a critical window of consequence.
